The Gateway was developed by the National Association of Pharmacy Regulatory Authorities (NAPRA) in collaboration with the provincial and territorial pharmacy regulatory authorities, and the Pharmacy Examining Board of Canada. NAPRA is a non-profit association, established in 1995. Its members include all provincial and territorial pharmacy regulatory authorities, as well as the Canadian Forces Pharmacy Services.

NAPRA maintains and administers the National Drug Schedules, which guide the regulatory authorities on the placement of drugs. NAPRA also develops standards for a harmonized practice framework, and represents pharmacy regulatory issues in Canada and abroad. NAPRA does not issue licences to practise pharmacy.
